First, we should promptly implement the policies and measures that have been determined, such as tax rebate, tax reduction and fee reduction, deferred payment of social security fee, smooth logistics, and promotion of enterprises' return to work and production. We will ensure that all VAT reserves for small and micro enterprises and individual businesses will be fully refunded before June 30, and the tax refund for medium-sized enterprises that meet the requirements should be completed ahead of this time limit.

Second, increase policy support, especially financial support. This year, large state-owned banks have added 1.6 trillion yuan of inclusive small and micro loans to guide banks to strengthen their active services. For small and medium-sized and micro enterprises and individual businesses, reasonable loan renewal, extension and adjustment of repayment arrangements will not affect credit reporting records, and penalty interest will be exempted.

We will expand the business coverage of national financing guarantee funds and government financing guarantee institutions to small and medium-sized enterprises and individual businesses. Specific measures to support the healthy development of the platform economy should be issued as soon as possible. All localities should arrange special funds for the relief of small and medium-sized and micro enterprises and individual businesses, and provide subsidies such as rent, guarantee fees and loan interest for those with operational difficulties. Local governments are encouraged to implement phased preferential electricity price and "non-stop supply of water, electricity and gas" for small and micro enterprises and individual businesses, and make up the payment within six months. Reduce the average broadband and dedicated line charges of SMEs by another 10%.

The third is to conduct a comprehensive investigation on the accounts of small and medium-sized enterprises owed by government organs, institutions and large enterprises before the end of May. First, efforts should be made to guarantee orders and stabilize import and export of key and labor-intensive industries. Second, it is necessary to effectively and orderly dredge the sea, airport and other gathering and distribution transportation, and improve the efficiency of operation and customs clearance. Make good use of air cargo capacity to ensure the transportation of important parts, equipment and products. Investigate and deal with illegal acts of foreign trade freight price.

Third, the cross-border e-commerce enterprises that apply for the return of high-tech products should be supported as soon as possible. We will support the steady development of processing trade and include labor-intensive processing trade in the central and western regions and Northeast China into the list of industries encouraged by the state. We will explore bringing large-scale medical equipment and robots into the scope of bonded maintenance, and carry out bonded remanufacturing pilot projects such as automobile engines.

Fourth, we should increase the credit supply to small and medium-sized foreign trade enterprises, and support banks to give priority support to those who are temporarily in financial difficulties, such as not blindly withdrawing loans, breaking loans, and suppressing loans, and sorting out a number of urgently needed funds. Expand the scale of export credit insurance short-term insurance and shorten the time of compensation. Increase credit insurance policy financing. Keep the RMB exchange rate basically stable at a reasonable and balanced level.

Fifth, it is necessary to optimize the platform services such as the Canton Fair and strengthen the linkage and mutual promotion with cross-border e-commerce. All localities should make good use of special funds for foreign trade and economic development to support small and medium-sized enterprises to participate in overseas exhibitions. We will cultivate a number of new import trade innovation demonstration zones.
