Wen Jiabao, premier of the State Council, chaired the executive meeting of the State Council on 29 th, discussed and adopted the opinions on deepening the reform of the economic system in 2009, decided to adjust the proportion of capital investment in fixed assets investment projects, and deliberated and passed the regulations on family planning work for floating population in principle.

The conference pointed out that since last year, China has launched some reforms that have been brewing for many years, which has played a positive role in boosting market confidence and expanding domestic demand, and has effectively promoted economic and social development.

This year is the key year for the implementation of the "11th Five-Year plan". It is also the most difficult year for China's economic and social development since the beginning of the new century. The task of reform, development and stability is very heavy.

We must respond to the crisis as a turning point for deepening reform and intensify reform, which is based on expanding domestic demand, ensuring growth, adjusting the structure, benefiting people's livelihood, and focusing on long-term sustainable development. We should solve the outstanding contradictions and problems in economic and social development, effectively push forward the reform of key areas and key links, and further promote the formation of institutional mechanisms conducive to scientific development and social harmony, so as to promote sound and rapid economic and social development.

The meeting decided the key task of reform this year.

First, change the government's economic management functions, continue to reduce and adjust administrative examination and approval matters, and stimulate the vitality of market investment.

We should deepen the reform of monopoly industries and broaden the scope and channels of private investment.

Two, we should deepen the reform of state-owned enterprises, further optimize the ownership structure, and promote the development of non-public sectors of the economy and small and medium-sized enterprises.

Three, we should deepen the comprehensive rural reform, improve the contracted management of rural land, and comprehensively push forward the reform of collective forest rights system.

The four is to push forward the price reform of resource products and further play the fundamental role of market allocation of resources.

We should improve the institutional mechanisms for energy conservation and emission reduction, and promote resource conservation and environmental protection.

Five, we should promote the structural reform of the service sector, relax market access and increase the proportion and level of service industry.

Six, we should speed up the reform of employment and income distribution system, increase the income level and consumption ability of urban and rural residents.

We should accelerate reforms in the fields of health care, education, culture, social security and housing, and improve residents' spending expectations and consumption intentions.

Seven, we should promote the reform of science and technology system and promote better service for economic development.

Eight, we should accelerate the reform of fiscal and taxation systems and establish a fiscal and taxation system conducive to scientific development.

Nine, we should deepen the reform of the financial system and build a modern financial system with reasonable structure, complete functions, high efficiency and safety.

The ten is to deepen the reform of the foreign-related economic system and build an open economic system with mutual benefit and win-win situation.

The meeting required that all regions and departments should strengthen communication and cooperation, formulate specific implementation plans, refine measures, and conscientiously supervise and implement them, so as to ensure the successful completion of the tasks of reform and development this year and the goals set out in the "11th Five-Year plan".

In response to the international financial crisis, mobilizing the enthusiasm of investment in society and enterprises, expanding investment demand, adjusting and optimizing the investment structure, the meeting decided to adjust the capital ratio of existing fixed assets investment projects, reduce the capital ratio of urban rail pit, coal, airports, ports, coastal and inland shipping, railways, highways, commodity housing, postal services, information industry and potash fertilizer, and appropriately raise the capital ratios of calcium carbide, ferroalloy, caustic soda, coke, yellow phosphorus and electrolytic aluminum and corn deep processing projects.

The meeting called for financial institutions to seriously assess projects, while providing credit support and services, while effectively guarding against financial risks.

The meeting pointed out that in order to strengthen the family planning work of floating population, manage services, maintain the legitimate rights and interests of the floating population and stabilize the low fertility level, it is necessary to formulate the regulations on family planning work for the floating population in accordance with the People's Republic of China population and family planning law.

The regulations on the family planning work of the floating population stipulate the family planning responsibilities of the floating population's domicile and the current residence of the township (town) people's government and subdistrict offices, reform and improve the family planning management mode of the floating population, strengthen the communication of family planning information among the floating population, and clarify the family planning services and incentive privileges enjoyed by the floating population in their present residence.

The meeting decided that the bill was further amended and promulgated by the State Council.
