Economic Statistics Pilot Urban And Rural Income

The income of migrant workers who work in cities for a long time is expected to be included in the statistics of permanent resident income in cities.


The first Financial Daily reporters learned yesterday that the National Bureau of statistics has completed the pilot reform of the integration of urban and rural income statistics, and is drafting a national reform plan.

The new plan is expected to be fully implemented during the "12th Five-Year" period.


Wang Pingping, deputy director of the rural social and Economic Investigation Department of the State Statistics Bureau, told reporters that this reform serves the goal of urban and rural co-ordination in the country.

At present, the Bureau of statistics has selected several districts and counties of Beijing, Zhejiang, Henan, Sichuan and other provinces and cities to carry out a pilot project. Starting from this year, some changes will be made in statistical investigation.


According to statistics released by the Statistics Bureau, the total floating population in China is about 180 million people. Among them, migrant workers are the main body. At the end of last year, the number of migrant workers in rural areas reached 149 million.

Migrant workers living in urban areas for more than six months are regarded as urban population in statistics, but in terms of income, they are not fully counted in urban residents.


After this statistical reform, the income of migrant workers who have been working in the city for a long time will be included in the urban resident population calculation, and the statistical caliber of urban and rural income is "per capita disposable income".


"Before, in the statistics of urban residents' income, part of the income of migrant workers was counted, but because migrant workers live mainly in urban and rural areas, the mobility is relatively large, so the statistics are more difficult."

An expert in the Bureau of statistics told reporters.


With the development of economy, farmers' income is also more dependent on the income of migrant workers.

As of last year, 17% of Chinese farmers' income came from labor income, while 41.8% of their income growth depended on migrant workers.


"After reform, the average income in rural areas may be lowered, but because a large number of people will also be considered as urban population, the average decline rate should not be obvious."

The experts told reporters that "the average income of cities may also be pulled down. Before rough calculation, the average income of urban and rural areas will be reduced by a few percentage points, but overall, the impact is not big."


Under the background of increasing calls for income distribution reform, it is also a big problem that the income statistics of the floating population are not accurate enough.


Cai Fang, director of the Institute of population and labor economics of the Chinese Academy of Social Sciences, stressed at the "China Social Science Forum" press conference that the narrowing of the income gap between urban and rural areas is mainly solved by the movement of urban and rural population.

Without statistics, there is no way to judge the change of income gap between urban and rural areas.

Finding a way to narrow the gap between urban and rural areas is a breakthrough in the reform of household registration system.

At present, the flow of labor is still the flow of personnel, without the flow of identity change.
