In the new regulations, the age of "infants" in the definition of infant textiles is expanded from 0-24 months to 0-36 months. This change means that 2-3 year old infant clothing, which originally only needs to meet the requirements of Class B or Class C, must meet the requirements of the highest safety level of Class A after the implementation of the new standard. According to the new regulations, the product implementation standard (including the year) must be marked on the product tag, and the safety technology category implemented by the product must be marked according to the requirements of GB18401 standard. In combination with the above two provisions, infant clothing under the age of 3 must have a label, and the label must be marked with "infant supplies, Class A, GB184012010".


In addition, the new regulations are more strict in controlling toxic and harmful substances such as formaldehyde content, pH value, color fastness, odor and decomposable aromatic amine dyes. The newly added standard of "the maximum limit of carcinogenic aromatic amine is 20 mg/kg" has been lower than the maximum limit of 30 mg/kg set by the EU in 2002 for "22 kinds of biodegradable aromatic amine dyes".


On August 15, a consumer surnamed Li complained to Chongqing Dazu District Consumer Committee by phone that she had bought a baby suit at the Chengdu Chongqing Baby Island store located in the downtown business center. After paying, she found that the suit was not marked with the national mandatory Class A safety standard, which was an unqualified product. She asked for a return, but the store refused. Hao Changhai, secretary-general of Dazu District Consumer Affairs Committee, rushed to the store for mediation. After explaining the new national standards and mandatory regulations on textile products to the operator, the operator finally agreed to return the goods.


In combination with this complaint, Secretary General Hao Changhai mobilized the staff of the Consumer Council to go to the infant clothing store as consumers to observe the implementation of the new national textile standard for infant clothing. On the afternoon of August 29, the staff of the Consumer Council saw in the "Pregnancy and Infant" store that there were dozens of baby clothes hanging in the store, but most of them were not marked with Class A standards, some were marked with Class B standards, and some simply had no safety level, only product level. One model is marked as Guangzhou The baby jacket suitable for half year old children is marked with "100% cotton" on the tag, and the product grade is first class. When asked by the staff of the Consumer Council, the salesperson replied that she did not know about Class A and Class B, and that "Class A" may be the same as "Class A". The CC staff told her that "first class" refers to the product level, while "Class A" refers to the safety level. According to the current new regulations, infant clothing must reach the "Class A" safety level before it can be sold.
