According to the notice, the provincial departments in charge of small and medium-sized enterprises are responsible for organizing the preliminary review and recommendation of the fifth batch of specialized and new "little giant" enterprises. The Ministry of Industry and Information Technology will organize experts to review and spot check the recommended materials submitted by various regions, and publicize the list of the fifth batch of specialized, special and new "little giant" enterprises to be identified according to the audit results. Competent departments of small and medium-sized enterprises in all provinces, autonomous regions, municipalities directly under the Central Government, cities specifically designated in the state plan, and Xinjiang Production and Construction Corps:

In order to implement the important directive spirit of General Secretary Xi Jinping on "cultivating a batch of" specialized, special and new "SMEs" and improving the innovation ability of SMEs, in accordance with the decision-making deployment of the report of the Twentieth National Congress of the Communist Party of China, and in accordance with the Interim Measures for the Gradient Cultivation and Management of High quality SMEs (hereinafter referred to as the "Measures"), Now we are organizing the cultivation of the fifth batch of specialized and new "little giant" enterprises and the review of the second batch of specialized and new "little giant" enterprises. Relevant matters are notified as follows:

1、 Declaration and recommendation requirements

（1） The provincial specialized, special and new small and medium-sized enterprises can apply for the fifth batch of specialized, special and new "little giant" enterprises, and the second batch of specialized, special and new "little giant" enterprises can apply for review, and no fees will be charged for relevant applications. The audit insisted on fairness and justice, randomly selected experts, did not entrust any institution to carry out training, and did not need or recommend any intermediary to assist in the application. Enterprises only need to fill in the form truthfully and provide information.

（2） The applicant enterprise shall meet the relevant identification standards of the "small giant" enterprise in the "Measures", and the relevant indicators shall be strictly controlled according to the "explanation of some indicators and requirements" in Annex 4 of the "Measures".

（3） For enterprises that have become the single champion demonstration enterprises or single champion products in our manufacturing industry, we will not recommend the fifth batch of specialized and new "little giant" enterprises; The enterprises that have a holding relationship with the "little giant" enterprises that have been identified by our department and that produce similar leading products in the same group are not recommended.

（4） All provinces, autonomous regions, municipalities directly under the Central Government, cities specifically designated in the state plan, and the competent departments of small and medium-sized enterprises of Xinjiang Production and Construction Corps (hereinafter collectively referred to as the provincial competent departments of small and medium-sized enterprises) should earnestly fulfill their responsibilities and strictly control. If the recommended enterprise obviously does not meet the standards of the Measures, our department will report it.

2、 Working procedures

（1） Recommendation and review of the fifth batch of specialized and new "little giant" enterprises

Recommendation and initial verification. The provincial department in charge of small and medium-sized enterprises is responsible for organizing the preliminary review and recommendation of the fifth batch of specialized and new "little giant" enterprises, and selecting qualified enterprises to fill in the "Application for the fifth batch of specialized and new" little giant "enterprises" (Annex 1), and put forward recommendations after preliminary review and verification.

Review and publicity. Our department organizes experts to review and spot check the recommended materials submitted by various regions. The list of enterprises recommended by cities specifically designated in the state plan shall be summarized by the province and reviewed according to the standards required by the Measures. No upper limit shall be set. According to the audit results, the list of the fifth batch of "Little Giant" enterprises to be identified will be publicized.

（2） Recommended and reviewed by the second batch of specialized and new "little giant" enterprises

Recommendation and review. The review work is mainly local. The provincial competent department of small and medium-sized enterprises organizes the second batch of specialized and new "little giant" enterprises to fill in the review application form (Annex 2), and puts forward the review material requirements in combination with the actual work. It is necessary to adhere to strict standards and carry out strict checks. Through the combination of on-site research and material review, it is necessary to review and verify one by one in accordance with the identification standards of specialized, special and new "little giant" enterprises, and then put forward recommendations. For the second batch of "small giant" enterprises that are not recommended to be specialized in special new review, the reasons should also be explained. The review application and supporting materials shall be kept for future reference.

Review and publicity. Our department will organize experts to review and spot check the recommended enterprises in various regions according to the standards required by the Measures, and publicize the list of the second batch of specialized, special and new "little giant" enterprises to be passed according to the review results. In order to strengthen policy convergence, the title of the original second batch of specialized and new "Little Giant" enterprises remains valid until the list is printed and distributed after the official review; After the list is printed and distributed, the title of the original second batch of specialized, special and new "Little Giant" enterprises will automatically become invalid, and the enterprises in the list will prevail.

3、 Declaration and recommendation methods

（1） The application and review of specialized, special and new "Little Giant" enterprises adopts the combination of online filling and offline submission. Online and offline data shall be consistent.

（2） Enterprises apply uniformly through the gradient cultivation platform for high-quality SMEs (zjtx. miit. gov.cn). The application materials listed in this notice shall be uploaded from March 15 to April 10, 2023.

（3） The provincial department in charge of small and medium-sized enterprises will, before May 10, 2023, send the official documents with official seal, the fifth batch of paper copies of the application form of specialized, special and new "Little Giant" enterprises (Annex 1), the recommendation summary table (Annex 3), and the review summary table (Annex 4, all of which are in duplicate), Send it by EMS to the Bureau of Small and Medium Enterprises of the Ministry of Industry and Information Technology (No. 13, West Chang'an Street, Beijing, 100804).
