On the morning of September 12th, the first China Kampuchea investment cooperation

It was held in Nanning, Guangxi.

The forum was co sponsored by the national development and Reform Commission, the people's Government of the Guangxi Zhuang Autonomous Region and the Ministry of Commerce of Kingdom of Cambodia.

Prime Minister Hong Sen of Kingdom of Cambodia attended the forum and delivered keynote speech.

Peng Qinghua, Secretary of the the Guangxi Zhuang Autonomous Region Party committee and director of the Standing Committee of the National People's Congress, attended and delivered speeches.

Ning Jizhe, deputy director of the national development and Reform Commission, attended the forum and delivered keynote speeches by Secretary General of the Kampuchea Development Council, Secretary General of the Kampuchea Business Council, and Song Jin Da, Secretary General of the Development Council.

The opening ceremony was chaired by Cao Wenlian, director of the international cooperation center of the national development and Reform Commission.

In his keynote speech, Ning Jizhe pointed out that in recent years, investment cooperation between China and Cambodia has been in good condition and has formed a very good foundation for cooperation.

By the end of 2015, China's stock of direct investment in Cambodia reached US $3 billion 610 million, including investment in agriculture, manufacturing and infrastructure.

At present, 193 of the 571 garment factories in Kampuchea are Chinese enterprises, and 10 of the 58 shoe factories are Chinese enterprises.

China is not only the most developed country in Cambodia road repair, but also the majority of Kampuchea hydropower stations are invested by Chinese enterprises, and 6 have been built, with a total installed capacity of 927 thousand and 200 kilowatts.

Chinese enterprises are also discussing aviation cooperation with Kampuchea.

Chinese enterprises have invested in Kampuchea and have made great contributions to Kampuchea's local economic development, taxation, employment and social responsibility.

Ning Ji zhe has comprehensively analyzed the new major opportunities facing the development of Sino Cambodian cooperation. First, President Xi Jinping put forward a major initiative of "one belt and one road". Kampuchea is in an important position along the "one belt along the way" and the economic corridor of the South China Peninsula.

Two, the development of Kampuchea has entered a new stage. The per capita GDP has exceeded 1000 US dollars, and the proportion of industrialization and services has exceeded 70%, and the dependence on foreign trade has reached 146%.

International organizations have upgraded Kampuchea from the least developed countries to the lower middle income countries.

Three, ASEAN has built an economic community.

Sino Cambodian cooperation can rely on a large market with a total population of 600 million and a total of more than 2 trillion dollars.

Four, the construction of China ASEAN Free Trade Area has entered "Diamond ten years", and the upgraded version of China ASEAN Free Trade Area has brought new impetus to Sino Cambodian cooperation.

Ning Ji zhe put forward four suggestions to further deepen Sino Cambodian investment cooperation: first, strengthen the planning docking and enrich the connotation of pragmatic cooperation.

The two sides should strengthen China's "one belt and one road initiative".

"The international capacity cooperation plan" and the third stage development plan of the "four corners strategy" in Kampuchea and the docking of the 2015-2025 industrial development plan will strengthen the cooperation of the planning compilation. China is willing to provide assistance to the Cambodian government in the planning of special industrial areas.

Two, we should promote complementary advantages and implement practical cooperation projects.

Encourage enterprises with strong, reputable and advanced technological experience to invest in infrastructure, agriculture, textile and clothing, machinery manufacturing, light industrial food, tourism and commerce.

We should give full play to China's comparative advantages such as industry and capital, and combine the advantages of Cambodian market and resources to achieve complementary advantages and common development.

Three, we should strengthen cooperation between banks, funds and currencies, and provide financial support for pragmatic cooperation.

We should give full play to the role of development oriented policy banks, sub investment banks, and Silk Road funds and other banks and funds, so as to promote the solution of corporate financing problems.

At the same time, we should give full play to the role of financing and intelligence in promoting the practical application of bilateral currency swap agreements, and encourage the use of local currency for settlement in investment.

Four, we should improve the investment guarantee mechanism and set up a practical cooperation platform.

The government will set up a cooperation platform to unimpede information communication channels and provide enterprises with comprehensive, accurate and timely investment cooperation information.

Financial institutions can work more actively and accurately to provide financing support for enterprises.

Think tanks should strengthen exchanges and docking and explore theoretical and practical issues to deepen cooperation between the two countries.

It is hoped that both sides will make good use of Sino Cambodian productivity and investment cooperation platform, implement cooperation projects, and push investment cooperation to a new level.

On the evening of September 11th, Ning Ji Zhe and Song Jinda held talks on Sino Cambodian production capacity and investment cooperation, and deliberated on the establishment of the working mechanism, the list of key projects, the participation of existing enterprises and the development of key areas.

Ning Ji zhe expressed the hope that the two sides would make good use of this platform, vigorously improve the investment environment and continuously improve the level of cooperation.
