In order to strengthen the management of industrial energy conservation and carbon reduction, promote the green and low-carbon transformation of digital technology empowerment, and support the establishment of a systematic and complete dual control system for carbon emissions, the Ministry of Industry and Information Technology recently issued the Guidelines for the Construction of Digital Energy and Carbon Management Centers for Industrial Enterprises and Parks, proposing to achieve accurate measurement of energy consumption and carbon emissions through the construction and operation of digital energy and carbon management centers Refined management and control, intelligent decision-making and visual presentation, improve the energy conservation and carbon reduction management capabilities of industrial enterprises and parks, support the improvement of energy utilization efficiency and the reduction of carbon emissions, and promote green and low-carbon transformation.
According to the Ministry of Industry and Information Technology, the digital energy and carbon management center is an information system and basic tool to support industrial enterprises and parks to improve the dual control management level of energy consumption and carbon emissions. Through the use of artificial intelligence, industrial Internet, Internet of Things, intelligent sensors and other information communication technologies, it develops functions such as energy consumption and carbon emissions data collection, accounting, analysis, optimization and management, Provide support for carrying out product carbon footprint, project carbon assessment and enterprise carbon management. Actively guiding qualified industrial enterprises and parks to carry out the construction and operation of digital energy and carbon management centers will help speed up the energy-saving and carbon reduction transformation of key industries and fields, improve the level of carbon emission management, support the construction of a systematic and complete carbon emission dual control system, and lay the foundation for achieving the goal of carbon peak and carbon neutrality.
In the early stage, the Ministry of Industry and Information Technology formulated and released the implementation plan for the construction of energy management centers for enterprises in key industries such as steel, petrochemical, building materials, nonferrous metals, and light industry, and supported the construction of more than 200 energy management centers for industrial enterprises. After years of operation and continuous improvement, it has strongly supported industrial energy conservation and efficiency improvement. Since 2023, the competent industrial and information departments in Shanghai, Henan and other regions have organized the pilot construction, selection and promotion of digital energy carbon management centers, actively promoted the construction of provincial and municipal industrial carbon management public service platforms, and formed a number of mature cases and application scenarios.

First, the construction goal. The third is the technical scheme. In order to ensure the realization of relevant business functions, it is clear that the system architecture of the Energy and Carbon Management Center includes six parts: infrastructure, data collection, data architecture, model components, business applications and interactive display; The specific contents of each architecture are described. Industrial enterprises and parks should carry out system architecture construction and continue to update in accordance with national standards, industrial standards and policy requirements related to energy conservation and carbon reduction and information system construction.
Fourth, safeguard measures. According to the Energy Conservation Law of the People's Republic of China, the Administrative Measures for Industrial Energy Conservation and other relevant provisions, specific measures taken by industrial enterprises and parks are proposed from the aspects of organizational structure, management system, network and data security, to ensure the high-level construction and high-quality operation of the digital energy and carbon management center.
The Ministry of Industry and Information Technology requires accelerating the implementation of the Guidelines. Industrial enterprises and parks can carry out upgrading and reconstruction of existing energy management centers to expand and realize carbon management related functions according to their own needs; Or actively build a digital energy and carbon management center, determine the system architecture and continuously update it to achieve integrated energy and carbon management.
