Wucheng County Set Up A Demonstration Base Of 10000 Mu Cotton Management And Service System

Wucheng County, Shandong Province, is one of the key cotton producing counties in China. The whole county has cotton planting area of 400 thousand mu, which produces more than 600 thousand tons, and there are more than 230 cotton processing and purchasing enterprises (400 of which are more than 20, accounting for about half of the total number of reformed enterprises in Dezhou). In recent years, the county has become a distribution center for cotton purchase and purchase in Northwest Shandong and Southeast Hebei.

At the beginning of this year, Wucheng county was designated by the provincial supply and marketing agency as the pilot county for the construction of the cotton operation and service system.

       一是做好棉花生产服务。配合省供销社做好对棉农的化肥、棉种、地膜集体优惠供应、生产技术指导、业务培训、订单签订等工作。棉花专业社配备近10万元的测土配肥设备，4月15日前对棉花基地内棉田全面完成测土配肥。省农资公司提供了130吨低价磷酸二铵，目前已发放到社员手中。统一供应棉花良种，基地内统一棉花品种。根据实际需要定量采购病虫害防治器械等农机具，统一防治病虫害。 

       二是做好棉花收购服务。棉花摘拾期间，由省棉麻公司免费为棉农提供周转棉帽、棉袋、售棉棉包，指导棉农搞好“四分”工作，保证棉花质量，杜绝和减少异性纤维。免费为棉花专业社提供测水仪器2－3个，用于棉花交售过程中的初检。对棉花专业社社员交售的棉花实行优质优价，在籽棉含水不超过12％的情况下，由武城天元棉业公司根据分级及“三丝”控制达标情况，按高于当时当地市场价0.1元／斤的价格收购籽棉。 

       三是做好棉花专业社组织服务。对棉花专业社统一组织交售棉花的，天元棉业公司按交售量给予每斤籽棉提取0.04元的组织费，其中村委会、基层供销社各0.02元/斤。对参与组织合作社的村委会人员可以先期按月支付部分组织费用，年度末按实际完成情况结算。 

       四是做好棉花加工经营和二次返利工作。天元公司对合作社交售的棉花分存分加，创建品牌，实现效益最大化。棉花生产年度结束，按合作社交售棉花经营效益的15％对棉农进行二次返利。
